Sound familiar? You’re not alone. Export customs clearance is one of those processes that looks simple on paper, but in reality, it’s where a lot of deals collapse. One mistake can mean rejected shipments, lost tax benefits, penalties, or worst of all — losing your buyer’s trust.

EORI Number – The first step for every export

Here’s the hard truth: without an EORI number, you can’t export. Period.

EORI (Economic Operators Registration and Identification) is the EU’s way of keeping track of anyone involved in customs procedures. In Hungary, your EORI is built from your VPID number (issued by NAV). Example: if your VPID is 12345678, your EORI becomes HU12345678.

No EORI → no customs declaration → no export.

And while applying is “simple” in theory (fill out NAV forms like 25T34 for individuals or 25T201T for companies), in practice, errors are common. That’s why I always recommend: get your accountant involved. They know NAV systems inside out and can secure your registration without delays.

Tariff Classification – The code that decides everything

Every product needs a 10-digit HS code (tariff code). This is not just a box to tick — it determines:

  • How much duty your buyer pays

  • Whether special permits are required

  • Which trade statistics and rules apply

❌ Even a one-digit mistake can mean 0% duty turns into 12%.

The code must be selected according to the EU Combined Nomenclature (KN) and checked in the TARIC system. Some products require additional codes tied to licenses or restrictions. Ignore them, and you risk penalties or even shipment seizure.

Rules of Origin – More than just a country name

Origin isn’t about where the goods are shipped from. It’s about where they were manufactured or substantially transformed.

Get this wrong, and your buyer may lose their preferential tariff treatment — and push the extra cost back on you.

Example: a machine made in Hungary can enter South Korea duty-free under the EU–Korea agreement, but only if you prove its origin correctly. Without the proper EUR.1 or invoice declaration, your buyer pays full duty.

These aren’t “optional extras” — origin documents like EUR.1 certificates, invoice declarations, or chamber-issued certificates are often the key to your buyer’s competitiveness.

Customs Representation – DIY or Delegate?

Yes, you can do your own customs clearance. But should you?

DIY clearance means:

  • Access to customs IT systems

  • Keeping up with legislation updates

  • Full responsibility for every line of the declaration

VAT in Exports – Really tax-free?

On paper, exports are VAT exempt. But in practice, you must prove the goods physically left the EU.

That proof is the Exit Confirmation. And here’s the catch:

  • ❌ Without it, NAV can retroactively charge VAT + penalties.

  • ❌ You’ll end up paying VAT on a net invoice, losing money.

  • ❌ Your buyer may lose trust if you can’t provide proof.

Customs brokers are legally obliged to send exit confirmations, but reality check: many don’t. You need to actively monitor open export cases and, if needed, file an exit request with the issuing customs office. Otherwise, your entire VAT exemption is at risk.
