What is the A.TR, and how is it different from a certificate of origin?
The A.TR movement certificate is the document of the EU–Turkey customs union: it does not prove origin, but that the goods are in free circulation within the customs union — which is what grants the preferential treatment. That is exactly why it does not replace an EUR.1 or a certificate of origin; many exporters get this wrong.
